Resources
Toilet roll tube
Small balloon
Streamers cut into short pieces like confetti
Wrapping paper
Sellotape
Tips: use paper from a cross shredder or hole punch as well as/instead of streamers. A kitchen roll tube cut in half makes 2 party poppers.
Instructions
Without inflating the balloon, tie a knot in the neck, then cut the top third of the balloon off and discard.
Next stretch it over the end of the toilet roll tube, ideally it should cover half of the tube and the part with the knot will snugly fit over one end of the tube.
Secure the balloon to the tube with sellotape around the middle of the tube.
Cover the tube with wrapping paper.
Add cut paper into the open end.
To operate: hold upright and pull the balloon knot and release.
Tip: to use later, cover the open end with tissue paper and break open before use
