Instructions

Pair Cubs up; each pair stands apart from other pairs, but shoulder to shoulder.

Split one pair into the tagger and the target. A target can be safe by joining on to either end of a pair, 'releasing' the other end person from the pair, who becomes the target. When a tagger tags the target swap the roles.
