red paint
sellotape
glue
cotton wool

other suggestions decorate with glitter glue, stickers, etc

Instructions

paint plate with the red paint and allow to dry
cut it in half (to make 2 hats)
roll each into a cone and secure (glue and paperclip/sellotape)
spread glue around the base and stick on the cotton wool
glue a cotton ball on the point
