9 hoops or something to mark 3x3 grid
2 sets of markers

Instructions

teams line up in relay formation
First 3 team members have a team marker
In relay fashion they run upto the grid and place their marker.
Once they have placed their 3 markers further runners may move one of theirs into a empty space on the grid
Game ends once a line of 3 is made
