1 balloon per scout
2 cream crackers per scout
water

Instructions

give each scout 2 cream crackers and a balloon.
Tell scouts to find a space for themselves
On word Go or blast of whistle scouts eat 2 cream crackers-1 at a time- and then blow up a balloon.
First to blow up their balloon to specified circumference is the winner.
