When ever your programme is a little short and you need to fill time consider running a fire drill. This does not have to be during a safety week and in fact works better when sprung as a surprise.

3 blows on the whistle in quick succession signals a fire alarm. Notify the cubs that it is a drill and to start moving towards the fire exits. Proceed as if it is a real fire and perform a register once at the designated meeting place. Notify the cubs again when it is safe to re-enter the building. A well performed drill shouldn't take more than 5 minutes though it may take longer if you need to repeat the process to get across the importance.
