Instructions

Start by asking cubs if they can name any 'rules' that we have to live by every day - thinking towards laws of the land. Eg - its illeagal to steal etc... let everyone name one if they can.

Ask the cubs if anyone knows where we get our 'rules' in cubs - Promise and Law.

Ask cubs if anyone knows the cub promise and law.

The challenge for the cubs is to create their own list of rules - specific for them which they will sign. They should be thinking about what would make cubs better/ the best experience for them. There is no stuipd or bad idea - and this should include rules for leaders eg leaders wont shout unless its an emergency etc...

Split cubs between two groups, give each cub a pen and access to post it notes. Cubs should write a rule, any rule and then run this rule to the other end of the hall where they should stick it to the wall. Cubs can write as many rules as they want.

After 10/15 mins bring cubs together and go through the post it notes. In a pack forum - each post it note will be voted on. Leader to read one rule at a time, cubs to vote if they agree with the rule. Rules need at least x% of cubs and leaders in agreement. 25-50% is a good target.

Leaders to take post it notes and build a 'code of behaviour' poster with terminology such as 'Keeping us safe and happy at cubs' - printed and returned next week for the cubs to sign. Potentially print enough to get the parents to sign as well.

OPTIONAL EXTRA

Ask the cubs what happens if we break the rules in every day life - think police, detention etc.

Set out up 4 sheets of of paper - each with one of the following words. Warning, Sit Out and tell home, Miss a week of cubs, Unable to return to cubs (this one is very unlikely to be needed and should only be the case in the most extreme circumstances of safety)

Leader to read post it notes and Cubs to decide which outcome for breaking it should be in place.
