Build a self supporting tower as high as possible with newspaper, string and elastic bands.

Plastic cup
something to fill plastic cup with (sweets)

Instructions

Build a tower out of newspapers using only string and elastic bands to hold it together. Tower must be self supporting.
Once complete cubs/scouts must balance a cup on the top of the tower.

Optionally, a second phase can be introduced - battle! Destroy the other six/patrol's tower by throwing missiles (newspaper balls) at it.
