Icing sugar, food colouring, baubles etc., greaseproof paper for icing bags

Instructions

Scouts to make cupcakes at home and bring to meeting (need 2 each). Working in patrols, decorate the cakes to a Scouting theme (badges, emblems, flags or activities can be used). Awards for winning patrols - best decorated, best tasting, best teamwork etc.
