2 identical sets of equipment
High visibility jackets (or similar to identify those who can leave the construction site)

Instructions

Create a structure in a particular shape using the first set of equipment. Put the second set of equipment in a different location (supply location), and run the exercise from a third location. The model should be set up in a place where it cannot be seen either from the exercise location or the supply location, or in transit between the two. When the teams are arranged, there should only be one leader and one researcher. The rest of the team may be split into suppliers and constructors in any proportion. A note should be made of who takes what role, since only the researcher and suppliers can leave the site. Other personnel, such as timekeepers, may be appointed, but they should obey the same restrictions as builders.
