Dodge ball or similar
whistle

Instructions

Split the beavers/cubs/scouts into 4 teams.
Split the space into four quadrants (cones or similar.)
Using a soft ball (Volleyball/dogeball etc.), the teams must keep the ball out of their quadrant, one leader turns away from the game and randomly blows a whistle.
Whichever quadrant has the ball when the whistle goes gets a point. Repeat for desired time/max number of points
The team with the least points wins the game.
