Instructions

Scouts line up tallest to smallest and number in 2's. i.e. 1-2, 1-2 etc.
All number 1's form a team at one end of hall and number 2's at other end of hall.
Now number each team from tallest to smallest. If you have an odd number then smallest team member from team which is a player short gets 2 numbers e.g. 11 and 12.
To start game call 2 numbers. First number goes on the back of second number. So call 4 on 2 and number 2 will be giving number 4 a piggy back , or a coal carry if you are near my age. Just need to remember not to call 12 and 11 together if you have an odd number at meeting.
Bring the 2 pairs into the centre of hall and on word GO each pair has to try and dismount the other pair. Have a rule of no grabbing round the neck. First pair that has the rider of the other pair put any part of body, even a toe, on the floor wins a point. Riders can grab arms to try and pull opponents off their "horse" or else push opponents away. Horses cannot use arms to pull but can try and shove opponents away.
Could be worthwhile having a leader near by to catch falling riders if needed.
