A Troop Forum in Scouts is meant to be short, structured, and give young people a real voice in decisions. This one is quick, about 10 minutes,
Resources
Essential
Chairs in a circle (or sit on the floor) – so everyone feels equal.
Flipchart / whiteboard OR large sheet of paper – to record ideas and decisions.
Pens / markers – bold ones so Scouts can see what’s written.
Timer / watch – to keep it short and sharp.
Helpful Extras
Post-it notes / index cards – Scouts can write ideas individually and stick them up (good for quieter voices).
Talking object (ball, necker, stick) – whoever holds it gets to speak, helps stop interruptions.
Blu-tack / tape – to stick sheets on the wall.
Notebook or phone (for a leader or PL) – to capture actions and next steps clearly.
Instructions
Troop Forum Plan
1. Opening (1 min)
• Leader/Chair explains what the forum is and why it matters:
“This is your chance to shape what happens in the troop. We want to hear your ideas and opinions.”
• Set ground rules: respect, listening, everyone gets a turn.
2. Quick Wins & Celebrations (2 mins)
• Ask: “What’s one thing you’ve really enjoyed in Scouts recently?”
• Go round quickly (or just take 4–5 shout-outs).
• Helps set a positive tone.
3. Hot Topics (5 mins)
Pick 1–2 focused items only (otherwise it drags):
• Programme input: “What activities or nights would you like us to plan in the next term?” (ideas for camps, trips, games)
• Feedback on something new: “We tried ___ recently – how could we make it better?”
• Write ideas on a flipchart / whiteboard / post-it notes.
4. Decisions & Actions (1–2 mins)
• Summarise what’s been agreed or ideas that will be taken forward.
• Assign one Scout (maybe a PL or APL) to report back to the leaders.
5. Closing (30 sec)
• Thank everyone, confirm what will happen with their ideas.
Facilitation Tips
• Sit in a circle so it feels equal.
• Use a “talking object” (e.g. necker, stick) to manage turns.
• Encourage quieter Scouts by inviting them in: “Jamie, what do you think?”
• Keep energy high and don’t let one topic run away with the time.
