Fire Safety: Safe to tackle, extinguisher selection, tackling, exit, call 999
Report Copyright Infringement View in OSM UK
Description
Rapid game that simulates:
* Identification of fire and sizing it up to understand whether it is tackleable
* Selection of appropriate extinguisher
* Simulation (indoor, no fires or extinguisher use) of using PASS (Pull–Aim–Squeeze–Sweep) technique to use the extinguisher
* Ensure an exit route is always available
* On exit, call 999
Resources

Call 999 props: toy phone or laminated keypad; dispatcher script cue cards.
Optional: fire blanket prop (for Class F scenarios), hazard markers, high‑vis “Incident Commander” sash.
Instructions
Large numbers of Scouts (> 15) can be divided into teams for parallel execution of the activity. This is described per group.
Key messages
If in doubt: get out, stay out, call 999 (or 112).
Keep a clear exit at your back; only simulate using an extinguisher on a very small fire.
Never use water on oil/grease or electrical fires.
Setup — 5 Stations (around the room). Scouts must 'solve' the task in each zone before stepping to next. A Leader supports and challenges decisions at each zone.
1. SIZE‑UP
Scenario stand with a card on a music stand/clipboard. Signage: “Is it safe to tackle? Exit clear? Power/gas off? Any people in danger?”
This could also be a randomly selected card.
Leader: Ask Scout should the fire be tackled. Try and create a quick decision.
Scout: Reads the scenario, decides SAFE TO TACKLE or UNSAFE.
If UNSAFE → carry the card directly to CALL 999 station (skip 2–4).
If SAFE → pass the card to Scout 2 at SELECT.
2. SELECT
Table with extinguisher props and consider creating an Extinguisher Matrix poster.
Leader: help Scout select Extinguisher to use
Scout: Explains how to isolate electricity/gas/fuel/etc. before tackling the fire.
Which extinguishers to avoid.
Explain how the extinguisher will work (what part of the fire triangle will be removed?)
3. APPROACH
Floor arrows toward a “fire target” poster on a wall with base of fire clearly marked; a taped “EXIT” arrow behind the participant to reinforce backing away if needed; prompt card: “Shout ‘FIRE!’. Keep exit at back. Test short burst.”
Leader: Enforce importance of having an exit route at all times. Heroes may not apply.
Scout: Shouts "FIRE DO NOT APPROACH".
4. PASS (SIMULATED)
A large laminated flame target line along the bottom (for “base of fire”). Use beanbags or soft balls to “sweep” along the base.
Leader: Remind about PASS.
Scout: Shows and explains PASS technique.
5. CALL 999
Phone prop; laminated prompt card with dispatcher questions: Location, what is on fire, hazards, people involved, callback number. Adult acts as dispatcher.
Leader: Be despatch service and request location, possible injuries, call back information. Tell Scout they could delegate this task to another trusted person.
Scout: Be calm and clear and answer questions. Have information to hand: size of fire, location, name, callback information, possible injuries
