Teaching how to make a 999/112 Emergency call and what information you should record during an emergency.

This best delivered in smaller sized packs or troops.
Ask Cubs/Scouts if they've ever had to call 999/112 and request an Ambulance, if so get that person to recall the information they passed to call handler (Be careful not to probe to much, to prevent raising a sensitive experience)
Using a white board or something similar, make a list of possible questions the cubs/Scouts think they may be asked or what maybe important to tell an ambulance call handler.

Invent your own imaginary emergency aliment or injury that the Cubs or scouts should ring 999 for ( This can be anything from open fracture to the leg on a mountain or someone found unconscious in the street, more dramatic the better, just match it to your audience)
Use the attached NWAS 999 script attached and have the Cubs/Scouts make a roleplay 999 call.
Make a note of the information they provide during the call and pick up on any missed bits of important details.
